Hes sent payment to paypal which I just received went to check his address in my PM and turns out hes banned, sale was to be sent non reg mail...
What should I do?
Simply refund the payment and not risk him filing a chargeback?
Send and hope he doesn't try a chargeback?
Any advice?

I would simply refund and move on.

doesn't matter, there's BTAs with people saying they were able to do charge backs on gift payments by just calling paypal.

Was it someone who was banned for ripping, or were they a habitual rules violator?

If they were banned for ripping (check the BTA and CBT forums) then definitely refund and do not send. If they were just a rules violator, it may or may not be worth the risk, just do some more checking around.

Didn't find him on BTA so I sent it out (10$ trade isn't too terrifying anyway) if the name matters was JayB.
