Planeswalkers' abilities are sorcery speed, so you can only use it your turn. You'd make them attack if you're going to be able to block to protect him or if it's your best option (they have no tapped creatures, etc). You use the 3rd ability after you clear the board of creatures with Day, etc.

You can only use one ability per turn for each planeswalker. You can use the first ability to make your opponent's creature (without vigilance) attack into a wall and destroy it next turn with the second ability. The third ability is probably best used when your opponents have no creatures.

My fun Gideon deck revoloves around making their creatures attack and then using some other cards to help me wipe them away, ie;Puncturing Light Lightmine Field Quicksand I also use first striking with White Knight and/or Basilisk Collar. Then after all that has happened, if there is any creatures left, on my turn I activate the destroy tapped creature ability. ~MM

One more thing of note. Your opponent can't respond to counters going on a planeswalker, only the ability. Counters going on or coming off a planeswalker are part of the cost of the ability. So let's say you played Jace, the Mind Sculptor and used his +2 ability, in response your opponent tried to Lightning Bolt him he doesn't die as the +2 counters go on him then the ability stacks. So they can't respond to counters. Just a heads up if you didn't already know but if you wer easking these kind of questions I assumed you might not know.
