Are Timeshifted cards banned in modern since they are the old card style or are they legal in modern because it's part of Time Spiral which is legal in modern?

They are legal.
Looking at two cards from Odyssey in gatherer: Animal boneyard was never reprinted and is not legal. Call of the herd was reprinted time shifted (and nowhere else) and is legal.

And also remember, cards printed in the Commander decks that weren't reprinted in an otherwise legal set are also not legal.

8th edition forward. The borders are an easy reminder, but have nothing at all to do w/ cards being legal or not.
