With more and more graveyard play, this card seems perfect. I run a self-mill and U/G right now. Thinking of running 3 of these at FNM. Brings back pumps, Gambits, creatures, anything. I know misstep stops it but could be worse.

A staple? I doubt it. Snapcaster Mage and Unburial Rites are both way better. That's not to say don't run Noxious Revival, because I'm sure it has its uses.

Noxious Revival is sick vs Unburial Rites and Snapcaster Mage. Strictly better than Reclaim!

Card disadvantage seems bad.

Any deck can use it, and its cheap- card cost and price.

It's a useful card because you can stop a card from being reanimated and stop a card from being surgical extracted, but I wouldnt call it a staple. Its to much of a situational card to be a staple.
