It doesn't, because Soldevi Digger doesn't provide any way to draw additional cards. After casting the Bolt from your hand, you must draw it in your draw step 6 more times to be able to do 21 points of damage. You can't draw it turn 1 or 2, so you will not be able to draw it for the sixth time until turn 8. And using a Bolt to kill the Tinder Wall on turn 1 simply adds one more turn to the process.
