This question is in terms of selling here on MOTL only, not playing. Are Collector's Edition cards or world champion gold bordered cards considered to be proxy cards or not?

Those are all real cards. If it's an official WoTC product then all is good.

You can sell them here. But you have to say what they are. Don't say "Wasteland" and then send gold bordered cards. People will assume you're selling the tournament-legal cards.

Depends on how you define proxy because those cards are not tournament legal.

I figured anything that was a WOTC official product was legal to sell or trade here on MOTL whether it is tournament legal or not. My next question is are the foil P9 cards a WOTC product or just something that someone made on their own to sell?

For the purposes of being legal to trade/sell them on MOTL, it's anything that infringes on copyrights. Any product produced by WotC is fine. Gaming Etc. P9 are okay, as they were careful to avoid using names, artwork, mana symbols, etc. Most other proxies are not okay.

Original names
Original text

Gamingetc proxies don't use any of those.
