Look at the cards in the actual set. Do you see any story there? No. That block was an example of wizard's "lets not really have any story outside of the books" design.

I think you're just straight-up wrong here. Most Kamigawa cards were poorly designed or too weak.

Regrowing cards was not really all that innovative. It was just another tribal mechanic that didn't work at all with any other cards except for the T2 Ghost Dad deck. Splice and flip were a lot more innovative.
