Well, they do, but usually for the express purpose of redeeming the foil set. I actually know a local collector who has gone out of his way to accumulate foil playsets of every expansion from ALA block forward using MTGO redemptions as the main vehicle for his collection. As for the main purpose of trying to influence the foil mythic market - The real game is to pull off something like the EDH phenomenon, which gave value to a TON of cards that were otherwise worthless.

Hoarding recent sets run the risk of reprints.

You misunderstood what I said. I said they rarely collect foil playsets of individual cards. The keyword is individual. I purposely did not say set cause I do know people collect sets to redeem them.
