Topic: Cheapest Top 8 capable deck in each format

Serious question. I recently taught my roommate how to play. If he or any other player tried to build a budget deck in any format that could have a 25% chance of Top 8ing a tournament, what would the decks look like. For perspective, I remember back in OD standard a blue/green madness deck like winning states or nationals that only had like 3 rares...like 2 pain lands and another cheap rare. Is there anything like that in any formats these days? ...I guess we can skip Vintage haha unless someone is really creative. Legacy...any decks where you could skip out on fetches and run shock lands instead of duals? ...seems the minimum for a Modern deck is $400...anyone else got ideas for cheaper versions? Standard I don't know much about currently.

For Legacy, you can just play a mono-colored deck.Merfolk kind of sucks. Goblins is decent, and is like Merfolk, except good, and doesn't require Force of Will, only Wasteland. Burn is really cheap, might not even play Wasteland, and is decent.

The prices are inflated, so the real cost of these decks is generally a good bit below $500.

Go here and look at lists. http://www.mtgpulse.com/events-standardIt gives the price total of decks.

Legacy you could play oops no lands. The most exspensive card in it is a playset of chrome mox's and the summoner's pact's. Rest of deck is basically sub 5 dollar cards. But rdw would prolly have a better shot at winning.Modern I've been playing wb tokens with really only cost in deck being the lands.

Minus duals and fetches there are probably many legacy decks that can be built for less than $500. A few decks that come to mind are 2 or 3 land charbelcher, oath progenitus/emrakul, mono red burn, merfolk.

I like that I am seeing here for vintage // legacy, but what advice can be given for modern, extended, block, EDH // Commander, and standard players? I realize that standard rotates, but thought about the same ideas currently listed here such as mono-colored decks that can be cheaply redesigned for each person's local metagame.Furthermore, has anyone really considered that $300-$500 is often well above many new players' and players' with limited incomes budgets? What is suggested for decks that could be done for $200-$250 or less? ~~~Edit: This is a scenario that brings back quite fond and fun memories of my being new to Magic with a limited budget that drove me to play Deck Parfait in Vintage, as well as finding out about online trading through the mail via a Phyrexia.com member's signature box that included a link to MOTL (What a boon MOTL has been for limited budget players everywhere, as well as those that are trying to trade up to get nicer things to have available to trade for affordable decks!)
Before Return to Ravnica block came about, we had a pretty decent mono-green aggro deck that used cards like Dungrove Elder, Mayor of Avabruk, and Kessig Wolf Run to overrun slower decks. Currently, I know that Mono-White life gain and weenies are popular in Modern and Standard, but what other ideas are out there?

This. 1st, my roommate loves cracking packs and hasn't graduated to buying singles yet. I'm hoping to find the cheapest possible competive deck first in standard for him, then modern, then maybe legacy. If I can't find him cheaper good decks I may try to get him to build naya humans for standard or something. Then I think I'll try to get him to build affinity/robots for modern that he can then pick up a few extra cards to make a legacy version (read artifact lands haha) but any other thoughts are appreciated.
