Forgive me for not being able to articulate this better, but, does the foil 'covering' of a card come in different quantities? Some cards seem to have a sheen on them that hurts the eyes no matter which way you hold them, and others have a shimmer that is so faint you actually have to look twice. Has anyone noticed this or is the foil making me hallucinate?

I'm assuming you're looking at cards from different eras of Magic history. They've changed the foiling process several times over the years. Also any of the Premium product foils use another process entirely as well.

It's just the process used, some are different then others depending on product/set.

I agree with what others have said about foils.

The ink is actually printed on top of the foil layer. In the past (old card frames for sure, I'm not sure when they changed) all foils were printed in very similar even manner from card to card. At some point they went to card-specific foiling where they vary the amount of ink on different parts of the card to make certain parts of the artwork extra shiny.
