Most bannings are usually 1 or a few of the cards that work around the main card. In this case, the main card being Show and Tell.

It will come in time, both the Legacy and the Vintage lists are slowly dropping stuff off. Once the format has 2-3 years of stability they will start to remove cards. I think we can be assured that JtMS and Dread Return will stay on there for ever though as those 2 cards are not at all where the DCI wants Modern to be.
