Just wondering if there is an artifact that lets you name a card and it can not be played?

I tried Gatherer but even typing in the words directly from Meddling Mage did not bring up Meddling Mage.

Jester's Cap might be the closest artifact option, with its pseudo-Memoricide ability.

Phyrexian revoker Is probably the closest thing. Stops activated abilities of non land cards but still allows them to cast the card.

depending on what you're trying to stop, you have options like:

pithing needle/phyrexian revoker
chalice of the void
trinisphere
sphere of resistance/thorn of amethyst
meekstone
ethersworn canonist

but no, there is not an artifact exactly like meddling mage.
