Throw ins were always something you did to be nice or to help someone out when you could. Some people use throw ins to balance out a trade one way or another. I don't think there should be any obligation to add throw ins, as there are many traders who simply do not have the extra cards lying around to add, or may not have the exact cards that someone would even want.

I can see where your intentions for this would have merit, but it would just get the people who make ANY sort of trade want to throw in crap and then claim they deserve that extra bonus when they get refchecked. It might cause problems because they'll expect it and what if the person leaving the ref doesn't do it? Will they get a bad ref because it would be compulsory to leave that extra mark for the ref? I think that throw-ins would be left more to those who think they need to make the trade a bit more even, to compensate for any delay or condition issue, and as a nice surprise for the recipient. You can get the other way around to where the person would constantly expect to get throw-ins and when they don't get something extra (or what they consider as a throw-in off of their list) that they'll get upset and leave a far less appealing ref than what the sender really deserves.
