I addressed it the same way as told to in the first post and they sent my card back with some letter talking about something completely different than sending cards to get signed. Any advice on how to get the point across that I want them to send the card to the artist.

(Jarvis, Rush back in the day, Gelon back in the day - even though he still does technically still work for them he doesn't sign anymore). From what I've heard they take forever to forward something to an artist, and the one you mentioned lives in China I believe, so that would most likely cause even more of a delay, if you even get it back at all.
