I think you're looking at deadbridge chant wrong. I would put it in the same lot with Doubling Season (maybe not as powerful but to the same type of player)
Deadbridge chant won't be doing much in standard or any of the other faster formats, but it's EDH gold!
You get to draw an additional card every turn. You have spell recursion as things are coming from your gy and not your library, and to top it off if you snag a creature it goes to play. The card was designed with EDH in mind.
As for the counters...
Plasmcapture is neat, but I don't think it'll do much outside of standard fringe decks. It's a 4cmc counter that has an unreliable payoff. You can ramp up to more reliable mana through other means. Mana drain is insane at 2cmc, plasmcapture is a fixed version of that.
Render silent, I like a lot! But still I don't know if the power is there to make it great. I'm sure at some point during the design it was a WWUU and they couldn't attack that turn either. Some of the aggro decks are so fast that not being able to cast spells for a turn is merely a speed bump.
It may never see heavy play, but the card I'm most interested in is Skylasher.
