Alright, so here we go.
Brief recap of card stipulations:
Card 1: Make an MULTICOLORED Uncommon sorcery/instant with a flashback cost. This has never been done in Magic.
Card 2: Make a RARE enchantment with a triggered ability (At beginning of upkeep [Defense of the Heart], when a creature attacks [Lost in the Woods], etc.)
Card 3: Make any card you like, any color, etc. There are no restrictions for this card.
Here were a summary of the submissions for round 2.

Card 1:
Psychic Seizure - UB
Sorcery
Target player discards a card and loses 2 life. Draw a card.
Flashback 3UB
(Psychic Seizure seems to be undercosted. Mindculling 5U Draw 2 cards and opponent discards 2. Brainbite is a Coercion with card draw. You lose the ability to pick the card, but the player loses 2 life. You still get the card. In essence, it’s a B mana for an opponent discard and he/she loses 2 life. AND Flashback? I could see it without the life. The 2 (potentially 4) life makes this very powerful. Good idea, could have better execution)

Quiet Meditation - 2G
Enchantment
At the beginning of each player's upkeep, that player may search his or her library for up to 2 basic land cards and put them into play tapped. If he or she does, creatures that player controls can't attack this turn.
"Come my friends, let us pause, that nature may reveal new lands to us, untouched by the troubles of the world."
(Interesting. My issue is, I still think the ‘can’t attack’ clause feels a little more White than Green. In addition, the turns in which this will matter would be the early turns, and I highly doubt it will be that big of a deal (to not attack since you are ramping). Granted, your opponents get it first, so it may not be that powerful. As so, I would expect it to be more Abundance-like, where you don’t get to draw a card that turn [replaces your draw essentially]. I think that would be more in line, and more balanced - again, good idea, able to be playtested)

Treacherous Demon - 2BB

When Treacherous Demon leaves play, if it had no time counters on it, return it to play under target opponent's control.
Sacrifice a non-Demon creature: Put a number of time counters on Treacherous Demon equal to the sacrificed creature's power.
His allegiance may not cost you your life, but it will cost somebody's.

(I really like this card. Fits the demon profile, and is definitely an interesting take on vanishing. This card, in my opinion is extremely, extremely balanced. Still prone to removal. And it definitely has that rick/reward feel to it if your opponent happens to bounce/kill all your other creatures. Like it.)

Flashback-2WB, pay 2 life.
(Really like this. The flashback makes the deal 2 damage gain 2 life a little weaker, but definitely like it. As for the abilities, both feel black to me – not necessarily white. Black does both of the above things. Maybe instead of target creatures getting -3/-3, opponents creatures getting -1/-1 [or target creature] and your creatures getting +1/+1 [or target creatures]. Just slightly lacking in my mind on the white side [sure, white gains life, but syphoning life is a black ability])

Card 2:
Demonic Rage - 2BR

At the beginning of your upkeep, sacrifice a nonland permanent. Demonic Rage deals
damage to each creature and each player equal to the sacrificed permanent's converted
mana cost.
(In it’s current form, I find this card to be a little too powerful. A few big costing creatures done in CMC/P-T order and you can kill in 2 ish turns. Gotta have the lead though. However, since it’s mandatory, definitely makes for a very interesting dynamic. My issue is that it is a delayed half of a Wildfire. You can sac the rage to itself. Seems pretty good. Maybe you intended that maybe you didn’t. Either way, I think playtesting could determine the power level of this card, but I like the concept.)

If you do, destroy each creature with converted mana
cost X or less, and put X +1/+1 counters on Death.
2WB, Remove a +1/+1 counter from Death, T: Death
deals 2 damage to target player. You gain 2 life.

(I expected this guy to have a bigger body, but yeah, he doesn’t. Do I think that makes him worse? Absolutely not. Pay some life, sweep the board. Or Pay some life, and win a war of attrition. Definitely a good take on a color combo.)

Put a 5/5 red and black Dragon creature token with Flying and wither onto the battlefield.
Flashback— BR, Sacrifice three lands. (You may cast this card from your graveyard for its flashback cost. Then exile it.)
(Personally, this feels more like a rare to me. But maybe the cost is good. Think the Flashback cost may be a little low, but yeah. Interesting take on Wither, but added the black mana in it, so colors are good.)

Frozen Tome - UUU

At the beginning of your upkeep, return a land you control to owners hand. If you do draw a card.
(I like the design. Simply elegant, like a Trade Routes type card. Definitely think it being mandatory makes it not overpowered. Not to great early game, but great late game. Also, Mana cost doesn’t make it so it’s just splashed in a green ramp deck. Solid)

Card 3:
Abyssal Decent - BB
Enchantment (R)
Whenever a creature dies, each player loses 1 life.
At the beginning of your end step, gain 1 life for each creature in your graveyard.
(Personally, I think this card is completely undercosted. Drop it turn 2. Drop a Day turn 4. Gain card advantage, and have them take 3-4 damage? THEN add in the 2nd ability? It would definitely speed the tempo up, because I feel the combat interactions would decrease. The second ability definitely seems like a white ability. If it was loses life and you gain life for first ability, I could see it being just a black. Just see this as way too powerful, especially in a Suicide black deck, even with the each player clause for the loss of life.)

~ deals X damage to target creature or player. This damage cannot be prevented.
Flashback – 4BR, Sacrifice X Permanents.
(The black doesn’t make much sense to be until you get to the Flashback. I could fully understand the black mana in the Flashback cost, but not in the main cost. Also, usually now X costing damage spells are Rares. However, I really like the concept of the flashback cost.)

Sadistic Tutor – B
Enchantment (R)
If a source an opponent controls causes you to lose life, sacrifice ~. (Damage causes loss of life).
When ~ is put into the graveyard from play, search your library for a card and put it into your hand. Shuffle your library.
(I think this is way way too powerful. Vampiric tutor has you lose 2 life, and they usually make search spells cost a little bit more now [i.e. Beseech the Queen, Idyllic Tutor, Diabolic Tutor]. Plus, in any given game, you are going to take damage. I just think this is way too good. On top of that. Tutors are usually Sorceries or Instants, so a name change might be in order.)

Kicker – Sacrifice 2 green creatures.
Search your library for a green creature, reveal it, and put it into your hand. Then shuffle your library.
If ~ was kicked, put that creature into play instead.
(I really really like this card. However, I think it is way too cheap. 3rd turn bring out Progenitus? Natural Order is already a turn 4 clock for Progenitus – this just makes it faster with Noble Hierarch. However, the sacrifice ability is part of the cost, so high risk high reward if it gets countered. Guess that kind of balances it.)

Flashback – Sacrifice a Land, Discard 2 cards, and pay 2 life.
(Very cool. The mana cost seems about right [Consult the Necrosages is a sorcery but offers a discard option. Divination is at 2U and is sorcery speed]. Again, my issue is that the initial ability doesn’t necessarily feel Black. I would suggest maybe adding ‘lose 1 life’ to the original ability, and then making the flashback only one life as well. Also, maybe have the flashback be ‘sacrifice one permanent, discard a card, and pay a life. I think that would be darn cool. I like the options with how this card could go. Seems like it could be thoroughly balanced as well.)

When Ring of Removal enters the battlefield exile target non-land permanent. When an opponent plays a spell, you may change the target of Ring of Removal. Permanent leaves play and gains suspend 2. Exile Ring of Removal. If Ring of Removal leaves play, return exiled permanent to play under owner’s control.
(I’m really confused on the phrasing of ‘Permanent leaves play and gains suspend 2. Exile Ring of Removal – so you are saying if you DO choose to switch the target, then ring of removal is exiled and said new card it’s targeting gains suspend 2? Or Ring of Removal gains suspend 2? Just a little confusing. I can see what you are trying to do, but the templating is not the greatest.)

When Undead Minister leaves play, sacrifice a zombie or remove Undead Minister from the game.
When Undead Minister is returned from the graveyard to the battlefield, sacrifice a zombie. If you do, put a creature card from your hand into play without paying it’s mana cost.

(Interesting card. Seems like a really fun card, because the task is to get it back into play from the graveyard, but it has no built-in way to do it. Seems really fun, and really good. Definitely a card people would try to utilize. Just tough when it doesn't have an inert way to bring it back to life from the GY.)

Slivers you control get -X/-X until end of turn, where X is the returned sliver’s CMC.
Flashback – WWBB
(I like this card. Definitely feels white and black. However, I don’t understand why the haste, as whatever ability it has will be going to your other slivers as well. And it’s not red. If you wanna give it haste, go for something like unearth, where it get’s exiled at EOT. Either way, the haste doesn’t make sense currently. Other than that, I like it. Interesting thing though, is if it’s CMC > then it’s toughness, it’s gonna die….Did you mean other slivers? Either way, unique, and for the most part, color pie appropriate.)

Eldrazi Influence – WBGRU

During your upkeep, sacrifice a Sliver. If you do not, put Eldrazi Influence into your graveyard.
Target Sliver gets Annihilator X until end of turn, where X is equal to the sacrificed Sliver's converted Mana cost.
(I don’t know if the card title fits the ability, but I like the concept. I like the idea, just don’t know how the eldrazi have anything to do with slivers haha.)

When Sliver Hive comes into play, sacrifice a nonbasic land that provides at least two different colors of mana or bury Sliver Hive.
Tap: Sacrifice a Sliver, add any color combination to your mana pool equal to the sacrificed Sliver's converted mana cost.
(I think this is EXTREMELY well balanced. Most slivers cost 2 or 3, and thus, not too much of an advantage in the mana department, IMO. Sure, it doesn't say untapped land, but you have to sac a sliver to use it's ability, which might set you back. SOLID.)

Flashback – Discard 2 Cards.
(I like the concept. A lot. However, I feel like this card is slightly undercosted. Compare it to something like dismember, which is where I think soulfire would be on it’s first go around (-5/-5). Then you get it back, with NO mana cost? Seems slightly cheap, but maybe a -3/-3 or -4/-4 second time around. Like the idea, but think it might be slightly undercosted.)

When a creature is put into a graveyard from play, you lose 2 life and draw a card.
(Interesting. Great for EDH in my opinion, but I think the 2 life might be a little steep. If 5 creatures die, you lose half your life, but draw 5 cards. Very interesting in the right deck. Do I think it would be a standard playable? No, but an interesting card none the less.)

When ~ enters the battlefield, choose a face up creature card that’s removed from the game. Creatures that share a creature type with the chosen creature gain vigilance, flying, deathtouch, haste, and trample.
Champion a Creature (When this enters the battlefield, sacrifice it unless you exile another creature you control. When this leaves the battlefield, return that card to the battlefield)
(I absolutely love it. Flavorwise, good idea on a changeling. 5 color appropriate abilities. Champion works well. AWESOME.)

2. A 3-color Legend [Mythic Rare] that would be the Lead General in a later EDH/Commander box set. Can be either new or part of previous storylines that isn't a legend already.
3. Any card type, any idea. There are no restrictions, except can't be MULTICOLORED or ARTIFACT.
