They've changed a lot on how this works. If the claim is in your favor, paypal refunds your money. They cover it if they can't get it all from the seller. Beyond that, they hold the sellers' money until delivery confirmation shows it was delivered or for like a month, whichever comes first. They don't consider positive feedback as confirmation that an item was delivered. They'll hold it until you get 25 positive feedback and ONLY within the US if you're a US seller. I argued with them a lot on that last point since its not mentioned on their site anywhere yet they wouldn't budge.

Wow. You can see the edge of the card underneath where it's been poorly cut-out.

I haven't played mtg in awhile so I had to look to make sure it hadn't been reprinted. It's a sad world when people actually get scammed by someone this bad

That Lotus is epic. The back is either an Alternate 4th card or the Gift Box cover...

This scammer's name is Benjamin Carmine Orioli and he's from Southington, CT. I used to know him and just found out what he had done. Last I heard he's attempting to live off the grid in the wilderness somewhere but he's impulsive and probably will show up when he realizes it's not what it's cracked up to be. I hope the police are looking for him because I think he may also abandoned his GF and child. If I find anything else I will post it here. I am referring to disciple_of_simon.
