And though i think it is a mistake, i just suspect these people will tell me not to worry about, they can't do anything, etc etc, regardless of whether or not they actually can. Knowledge is power, you know. If i know it can be fixed for sure or even how myself the better off i'll be.

Labeling the Meditate incident simply as a "mistake" is an understatement. There is a difference between a play mistake and a rules violation.

BTW, what were the other russian stores you looked through? I'd like to check them out for some foils

In my experience, to get around it I send two payments (money owed) of $40 instead of a one shot $80. You need to break it up if you don't want to pay the fees, send a couple payments one day, a couple more the next, and a couple again the day after. There are so few people selling and buying russian foils that the market is pretty monopolistic. It's pretty much impossible to come up with a set price.
