It doesn't sound dumb. I have a friend who used to run his own "computer help kinda stuff" business and I've heard some pretty solid stories.

Make sure that your browser is set to reload the page every time, if that doesn't fix it, your ISP is likely using a proxy server and caching the results. Try going to the end of the URL and adding a ? followed by a random character or two and see if that fixes it.

This is not true. The wishes allow you to retrieve a card from outside the game. Exile is a zone that is part of the game.

Considering the wishes grab cards from sideboards... Say you wanted the card to grab something from the sideboard, but not from the rest of 'outside the game', is your whole collection. Would MTG rules ever say "Search your sideboard for a card" or "search for a card outside the game"?

In tournament play, 'outside the game' means 'your sideboard'. This way, we dont need extra wording just for casual play. If you are searching multiple zones, they need to be explicitly stated, ala Cranial Extraction:

This, i know that if you search multiple zones, it lists them, though it never mentioned 'zones'. Only "search target players library, graveyard, hand".
Any time MTG has mentioned being able to return a card from exile or outside the game, it has never said 'zone', but i am trying to figure out how i would mention exile. Runic Repetition says 'choose a card from exile' - what if runic repetition could also search your library and your hand and your graveyard and outside the game?

They never say 'library zone' or any crap like that.
I believe what i am looking for is "Return target exiled card to your hand, or search outside the game, your library, and graveyard for a card, reveal it, and put it into your hand".
Would MTG say 'search" outside the game though?

To your second part, it's supposed to be optional.
