Supposedly b/c he claims he didn't do this stuff and that his account was hacked and someone was impersonating him. Apparently the cops biggest concern in the past was the impersonating stuff but until someone he is impersonating files something specifically they aren't actively pursing it seems.

His operation is small enough that it likely doesn't raise much interest with law enforcement. It's not clear if anybody he defrauded has ever pressed charges. If he has ever sent you a an unsolicited booster pack he has committed a crime and you can report him.
